Why IC&RC Credentials Matter

Protecting the Public. Strengthening the Workforce. Saving Lives.

Across the United States and internationally, communities depend on a qualified, ethical, and mobile substance use disorder (SUD) workforce. The International Certification & Reciprocity Consortium (IC&RC) establishes nationally recognized credentialing standards to ensure individuals seeking prevention, treatment, and recovery services receive care from highly trained professionals.

IC&RC advances public protection by strengthening prevention, SUD treatment, and recovery credentialing through support for credential recognition and advocacy for the workforce in policy discussions. As prevention, SUD, and peer roles continue to expand, maintaining credible and ethical standards remains essential.

A Public Protection–Focused Credentialing System

IC&RC credentials are designed first and foremost to protect the public. Unlike certificates of attendance or training-based programs, IC&RC credentials require demonstrated education and supervised experience, psychometrically sound examinations, enforceable ethical standards, and ongoing continuing education.

IC&RC works with credentialed, qualified professionals in the field to delineate critical job components and develop examination questions for inclusion on its examinations.

The examinations help professionals, employers, advocates, funders, and policymakers trust that IC&RC-credentialed professionals are prepared to serve responsibly and effectively, reflecting IC&RC’s commitment to quality, integrity, and evidence-based practice.

Credentialing Protects Integrity

IC&RC credentialed professionals contribute lived experience, trusted community insight, and public health expertise, all of which require protection through strong, ethical standards.

Our role in protecting these roles is through supporting our member boards. IC&RC supports its member boards by:

  • Establishing and maintaining minimum standards to ensure consistency
  • Advancing ethics frameworks appropriate for IC&RC professionals
  • Providing clear delineation of roles and scope of practice
  • Protecting the legitimacy and integrity of IC&RC credentials

An IC&RC credential signals that a professional has met meaningful standards of education, experience, examination, and ethics, providing transparency and confidence for individuals and families seeking care.

Supporting Workforce Mobility Without Lowering Standards

IC&RC professionals frequently relocate and work in multiple jurisdictions. To ensure that professionals can continue to practice in their area of expertise, IC&RC supports credential portability.

IC&RC credentials support responsible interstate mobility while maintaining rigorous standards, helping states respond to workforce shortages without compromising public safety. Additionally, holding an IC&RC recognized credential through a certification board entitles professionals to an International Certificate to signify their international, reciprocal status.

Credential portability supports workforce mobility while maintaining public trust and professional accountability.

Advocacy and Legislative Support for Workforce Recognition

IC&RC credentials help policymakers ensure public funds support qualified professionals, reduce regulatory fragmentation, strengthen consumer protections, and improve workforce stability. Roles requiring professionals with IC&RC credentials are receiving increased recognition in state and federal legislation, Medicare and Medicaid grant funding, and workforce development initiatives.

IC&RC credentials are widely recognized and relied upon throughout the peer, prevention, and substance use disorder treatment workforce. They are embedded in regulation and statute in many jurisdictions, used to support employment and advancement, recognized by U.S. federal agencies as qualifications for providing services, and often required by third-party payers for reimbursement.

Continued advocacy and legislative support are vital for professionals to continue services and advance the workforce.

Independent. Non-Profit. Mission-Driven.

IC&RC is a non-profit, international credentialing organization that provides internationally recognized standards, psychometrically sound examinations, and ethical standards that support and protect IC&RC credentialed professionals.

IC&RC is a member-driven organization that leverages the expertise of its member boards and credentialed professionals to shape credential standards, update exams, improve ethical standards, and recognize emerging roles.

This collaboration benefits member boards and credentialed professionals. Some benefits include:

  • Shared learning and consistency across jurisdictions
  • Collaboration on evolving and evidence-informed practice models
  • A national platform to elevate and amplify the perspectives of the profession

Why This Matters Now

As the roles for IC&RC professionals expand, it is important that credentialing keeps pace and aligns with advancements in practice. Credentialing ensures that these roles remain credible, ethical, and demonstrate competency.

IC&RC credentials protect the public, support legislative confidence, promote workforce mobility, uphold professional standards, and strengthen access to quality care.
