Mark Attanasi

Mark Attanasi has served as Executive Director of IC&RC since November 2021 and brings more than 25 years of experience in the substance use disorder field. He began his career as a counselor in a residential adolescent treatment setting and has worked across the full continuum of care, including medical detoxification, outpatient services, drug courts, and correctional work-release programs. Prior to joining IC&RC, Mark served for over 11 years as Executive Director of the Oklahoma Drug & Alcohol Professional Counselors Association. His leadership focuses on strengthening credentialing standards, advancing exam validity and fairness, modernizing credentialing infrastructure, and protecting the public through competency-based credentialing. Mark holds an Associate Degree in Criminal Justice, a Bachelor of Science in Sociology, and a Master of Business Administration.
Tina Nelson

Tina began her career as an addiction counselor, working for five years empowering adolescents to achieve abstinence, recover from substance use disorders, and reunite with their families. She gained over nineteen years of management and credentialing experience working for the South Dakota Board of Addiction and Prevention Professionals. Tina has been employed at IC&RC for over five years and has been affiliated with the organization for nearly 25 years. She is deeply committed to IC&RC’s mission and is passionate about making a difference in the prevention, substance use disorder, and peer recovery professions. She holds a Bachelor’s Degree in Criminal Justice & Addiction Studies and is a Licensed Addiction Counselor.
Fun Fact: I love summer – spending time with family and friends, boating, being outdoors, and feeding the deer at the lake!
Susan Veit

Susan has been with IC&RC since 2024. With nearly 20 years of combined experience in the K-12 statewide assessment and personnel credentialing industries, Susan remains deeply committed to advancing IC&RC’s Credentials by fueling their growth and impact to further empower Prevention, Substance Use Disorder, and Recovery Professionals. Susan holds an M.S. in Geology, and M.Ed. in Science Education, and is a Certified Credentialing Professional (ICE-CCP) by the Institute of Credentialing Excellence.
Fun fact: Susan loves music and has been singing in various choral ensembles most of her life. She’s recently added Choir Director to her musical toolbelt and has been working with her parish Youth Choir to perform seasonal concerts at her church.
Debbie Masur

Debbie has always had a passion for helping others. She carried that passion to the University of South Dakota, where she studied social work and earned a Bachelor of Arts degree. She first applied her people-centered skills in customer service, earning multiple awards for excellence in the field. In 2021, Debbie returned to her academic roots by accepting the role of Exam Coordinator for IC&RC. In this position, she uses her strong customer service and problem-solving skills to guide candidates through the testing process from start to finish. She also serves as a liaison between IC&RC member boards and the testing company, helping to streamline communication and ensure the timely distribution of new information.
Fun Fact: Debbie’s favorite hobby is thrift store shopping.

Skye Balzer-Roam

Skye joined IC&RC in 2022 with a strong background in legal administration, supporting diverse practice areas such as medical malpractice, nursing home neglect, Social Security/Disability claims, and corporate litigation. She leverages this experience to deliver efficient, detail-driven, and reliable support in her work with IC&RC.
Fun Fact: Skye has never lost a Thumb War.

Victoria comes with a background in technology, finance, and healthcare administration. To support her background, she has furthered her education through obtaining a Bachelor’s degree in Computer Science and a Master’s degree in Accounting. Using her education and skills, she turns her knowledge into solutions and strives for excellence in all her work.
